While he is partly right he leaves out some other reasons for those issues.
1) spots at top in corners can be from someone not cleaning the top frame and then when he rinses he gets water on the frame and it brings down dirt that ends up spotting
2) spotting at the bottom can occur even after a thorough rinse if there is a windy day with a roadway or construction nearby. The wind can carry dirt in to the water that hasn't dried off the glass yet resulting in spots.
3) can also be caused by bad edge seals leeching dirty water out.
4) most of the time this issue is caused by insufficient rinsing - someone in a hurry
It's not that he was completely wrong it's just that it's not always that simple in explaining those issues.
