I am wondering if anyone can let me know if i should pull a permit on this job? It's located in downtown all water runs to sewer. I'll be doin this job at night there is too much congestion in that area.Any help would be great guys.
Pull a permit? That depends on the city and what they require. Some places want permits to block sidewalks or parking areas. As to the run off, just make sure you know what the locals require. It might be ok to filter or you could find they want you to capture and move to grass/gravel/dirt or to a sanitary sewer.

You'll want extra people on duty to keep walkers for getting up in your work zone. Closing a sidewalk with a sign pretty much means nothing to the average person.
If it were me, I'd slip in there at 1 AM, get my work done, be gone by 4 and nobody would ever know I was there. Just my $.02

No way I'd do that doing the day...you also have overspray on cars to be concerned with.

I never just put out cones but use deer netting to fence off. Only idiots would bypass a fence
