I read somewhere that you shouldn't carry no more then 119 gallons. Is that total gallons of chemicals or includes the water tank.

technically there is not hard and fast rule regarding an actual gallon amount that can be carried. It is based on weight.

Yes, 119 gallons of SH but you can't carry 119 gallons because you would be over weight for allowable weight limits to carry without a haz mat license.....boy that was a mouthful.
Water does not count unless you add SH to it!

So what you're saying is that 2 gallons of SH added to 120 gallons of water is 122 gallons of SH.

Ok so I can't have more than 1000 pounds. Or 119 gallons whichever comes first. What I'm confused about is can I have more than that in just water? Like 50 gallons of SH and a 50 gallon mix tank and 250 gallons of water?

Pro Portioner to the rescue.
No more mix tanks with left over mix that will limit your SH carrying capacity because after mixed with water you now have two tanks with Haz Mat in them. I really hope that is incorrect, but that is how I came to understand the limits imposed on our trucks.
By switching to the Pro Portioner system, we now carry up to 90 plus gallons of SH. We do not have a mix tank so the only restriction we have to worry about it how much bulk SH is on the truck. We are able to do more square footage in a day's time because we are not limited to a 50-65 Gallon SH bulk tanks we used in our first few system builds
The only Haz Mat on the truck will be your bulk tank of SH.

Doug is correct! I called when I first started to get the clarification. There is nothing at all about dilution. Once you put it in water you now have what they consider SH.

Water is water and does not count unless you add a drop of SH to it.....then it needs to be counted as SH.
Mark your water tank as "water". You can find peel and stick labels on ebay.
