We have cleaned metal panel buildings in the past using Soft Washing, but this structure is a large custom decorative elevation that sits in front of the entrance. It has a painted surface much like a car.
Algae is not the issue - more dirt and dust if anything
Mild soap? car wash detergent?
Any thoughts?

We have used truck wash soaps with success & also Simple Green Extreme Airplane Cleaner as well.

I second the simple green aircraft cleaner. Takes a lot of stains out that others can't.

Envirospec will have what you need. Especially if it's a big project. They sell there products in granular form. Super cost effective.
