Guy on FB, says he's been around a while. Washed a fence with Green Ox. Has a problem with a fence. It peroxide based cleaner. Looks to me like Caulking running.
I'm lost,..what kind of fence is that,..it looks like plastic divider panels in an indoor setting,...due to the tile floor I think I'm seeing?? Did he not try to simply wipe it off after it dried. It may be residual OX cleaner??
A quick examination after it dried should tell the tale.

I think Medal of some kind. It rained so he left the job and let the rain rinse. Looks like Caulking to me. This kind of shit is on FB every day. You wouldn't believe some of the reply's

While cleaning a house I was using
GreenOx renew on a very expensive home. The house turned out great, but this happened on the gate/fence. It is a black metal fence. 
The rain moved in quick with thundering and lightning. We weren’t able to finish rinsing everything off we came back this morning and noticed this. We have tried to rinse it off with regular pressure and scrubbing and neither are taking it off.
What do y’all recommend? Push comes to shove I’ll repaint it but I’m trying to prevent that at this point.

Update:
Spoke to the owner and she was very nice about everything. She is one of the owners of a vacation rental company that I provide service for. after using a magic eraser it made it look worse. To avoid using other chemicals I just decided to repaint the entire fence inside and out.

My guess is there are some missing details that's he's intentionally leaving out? Can't think of any way that can happen in a normal wash?
I have to question how the house actually came out if he was using an oxygen based product. Maybe the house was basically clean already? Oxygen based cleaners don't have much use in the real world of residential exterior cleaning. Wood is about the only thing, and that's only if it's over water where there is no other option. Otherwise on wood I prefer NAOH. A combination of the two is also an option,..never been real sure if it's better than just plain NAOH?

I zoomed in on the picture. Its some kind of caulking that's running. Either Oil or Latex. The guy is about to paint that fence and destroy it all together. All he has to do is clean it up with that OX shit and re caulk. He says he's been around a long time, never heard of him.

FB has not helped the industry at all. It has made many people a lot of money who are excepted into the clique! Buy this, buy that and go here to get it. I will not use anything F9 but have found Rust Remover Plus from powerwash.com to be better. All the new guys with endless guessing and sarcastic answers is way too much for me. The only place I see stuff on occasion is Spray Wash. When I take the the time to go there and shake my head, I'm actually shocked at what I can see in under five minutes.
No more old timers. Maybe a few every now and then but all the newbies need is all the stupid guessing answers. It will be so nice to retire and say good bye to all the new stupid stuff!

We have that Company that Bought Ray out coming Locally. Few towns over. They are offering peanuts for your company, But you get a job with perks. Stuff like training guys and making them work faster. Going to get interesting around here

Jeff if you look in the pictures you will see missing caulking in the seams. They must caulk it to keep day lite out or to keep the panels together. I'm thinking its Sanded Caulking like they use on bathroom tile. I had a discussion about this on the RCIA FB page with the manufacture. The guy that washed the fence didn't rinse because of tornado warning. I think the caulking was failing before he washed it. This is the kind of stuff that happens with FB training. Nothing like the training we had on the forums back in the day
