What happens when a contractor attempts to install a flat roof with torches and tar on a windy day?

The owner of this furniture store located in Marshalls Creek, PA had some flat roof work completed by a general contractor. Upon completion the property/business owner noticed small and large tar residue covering the entire front of the dryvit exteriror surfaces, signs, windows and aluminum window frames.
