The cement inside the wall is clean. Mixed with water its fresh cement on top of dirty cement

Do you know why the holes were drilled?
I know of a process for waterproofing foundations where they drill holes and inject an epoxy resin that saturates area and that may be what it is. Had some guys do this on a customers basement stairwell.

If this is the case you probably have to grind it and or paint over.

On second look I zoomed in to see what you mean and saw the white streaks by the pipes, if so Art is right,  I originally saw the brown streaks which look like epoxy injected

They called it slurry. Said it was from water used when drilling holes. looked like for pipes but I'm not positive
